1) All the normal rules of Diplomacy apply with one exception.

2) The sole victory criteria of 18 supply centers does not apply.  The winners will be a team of two countries, who between them must control 24 supply centers.

3)  The GM will allocate to each country two partners, and it is with one of these that the country must gain the required number of centres.  The GM will not reveal what countries are in partnership with each other, except to the countries concerned
